The Syndicate, which met under the chairmanship of the Vice-Chancellor, K.K. Jha, placed on record Mr. Yadav's association with the University right from his student days to his rise on the political spectrum. It also commended his contribution as a political leader and his leadership qualities at the national level. Mr. Jha has forwarded the recommendation to the Governor, M. Rama Jois, who in his capacity as Chancellor of Universities, is required to endorse the conferment of the honour on Mr. Yadav. The NHRC chairman, Dr. Justice A.S. Anand, would be addressing the convocation ceremony. Mr. Yadav was elected president of the Patna University Students Union in 1974 and in that capacity had joined the JP movement. His general secretary then, Shushil Kumar Modi, Leader of the Opposition in the Bihar Assembly, however, has decided to oppose the move by writing to the Governor to withhold his sanction on the ground that Mr. Yadav had been charge sheeted in the fodder scam.
