"Public health services are the second most corrupt (department) in the Government," he said. Dr. Sudarshan was speaking on "The epidemic of corruption in health services" at a dialogue organised by Janaarogya Andolana, affiliated to the Global People's Health Movement. He said that at the administrative level in the public health services, there was corruption in recruitment and postings, transfers, promotions, leave, private practice, and medical reimbursement. "The public must make use of legislation such as the Transparency Act and Right to Information Act, and the Consumer Forum. A network of the public, NGOs, and the 15 per cent of honest personnel in public health services is needed," he said.
