Justice Vikramjit Sen directed the respondents to file their respective replies to the petition by February 23, 2004. The petitioner, Anel Sirohi, an advocate, said that a Division Bench of the High Court comprising Justice B.C. Patel and Justice A.K. Sikri had in this past August directed the Government to establish a welfare fund and recover the contributions due to it from workmen, employer and the State so that the Labour Welfare Board could collect the amount needed for welfare programmes for the city's labourers in the manner as laid down in the Act. In the meanwhile, the State Government would disburse Rs. 19 lakhs in favour of the Welfare Board to carry out welfare programmes within two weeks of pronouncement of the judgment, the Bench had said.
