As the first step, Mr. Waghela today served notices on the party office secretary, Balubhai Patel, and official spokesman, Hasmukh Patel, for their alleged "anti-party activities.'' Both were present during the December 26 conclave at the residence of the Leader of the Opposition in the State Assembly, Amarsinh Chaudhary, who took the lead in adopting a resolution demanding Mr. Waghela's removal as the GPCC president. Mr. Balubhai Patel admitted to having received the notice but contested Mr Waghela's authority to take any action against the PCC office-bearers, which he said was vested only with the All-India Congress Committee. Except for his own erstwhile Rashtriya Janata Party, which merged with the Congress a couple of years ago, almost all other factions of the State party had attended the conclave to jointly demand Mr. Waghela's ouster. The erstwhile Janata Dal (Gujarat) faction was more conspicuous at the meet.
