The officer, Shivaraya Yamunappa Javadagi, had allegedly demanded money from Rajanna for reducing stamp duty on a property sale. Mr. Rajanna holds the power of attorney from Neelamma, owner of the property at Basavanahalli in Bangalore Rural District. Mr. Javadagi was later placed under suspension. A second division clerk in the office, allegedly acted as a middleman for the deal. The Lokayukta officials in plainclothes gave Rs. 1 lakh, coated with a phenolphthalein powder. Mr. Rajanna allegedly gave the cover to Mr. Javadagi in his office cabin, who kept it in his table drawer. The officials, then "caught" Mr. Javadagi. The officials later washed the hands of the official with sodium carbonate, which was collected as evidence. The Lokayukta, Justice Venkatachala, accompanied by presspersons, reached the office at 4.30 p.m. The DIG told the Lokayukta that Mr. Rajanna had "forcibly placed the cover in his hands". The Inspector-General of Registration and Commissioner of Stamps, Lukose Vallatharai, issued the suspension.
