Talking to reporters here today, he said he would hand over 974 orders, along with relevant records and copies. He said the other two judges on the panel had submitted their orders, not accompanied by other documents. The judge wondered why his companion judges handed over the orders last week itself when they had consented to jointly forward them on December 31. He said the panel had disposed of 5,715 representations since September 1. In the first batch of orders, submitted on November 15, he accounted for 121 dismissals. According to him, Justice K. Sampath ordered the dismissal of 94 employees. The panel judge said that as per Government Service Conduct Rules, inciting and participating in strikes would amount to "misconduct." The Rules provide for punishments ranging from increment cuts to dismissal for the ``grave charge.'' He said punishment would not be serious to those who were on the verge of retirement or were handicapped or to those who belonged to the village assistant cadre or noon-meal employees. Humanitarian, legal and compassionate aspects were taken into consideration by the panel. He said the Government had been asked to treat as leave the four-month absence of the reinstated employees. Mr. Justice Thangavel also said the Government never attempted to interfere with the functioning of the panel.
