Sir, This refers to the article "Child rights' protection: the triangular paradigm" by Kailash Satyarthi (Jan. 6). Though the financial and other assistance from the international agencies in promoting primary education in India is desirable, over-dependence on such assistance is undesirable. To make effective the right to free and compulsory education up to the age of 14, the Centre should invest in primary education without waiting for any external assistance. By expanding primary education, Kerala has achieved a low child work participation rate of below 1 per cent without making any special effort to end child labour. It is thus the expansion of primary education rather than the enforcement of labour laws that can reduce child labour. C. Ramesh, Keeramangalam, T.N.
