Chester Bowles, ex-U.S. Ambassador to India, said at a reception in New York that Indians would look upon expansion of the Pakistan army as a direct threat to themselves. "Many Indians honestly believe the only reason for Pakistan's readiness for American military aid, is to attempt to get ahead of India in the tragic arms race." The reception was given by Mrs. Dorothy Norman marking the publication of Mr. Bowles' book "An Ambassador's Report". Many American and Indian notables interested in Asian questions were present. Mr. Bowles went on, "What is more important than anything else is to bring those two countries together. Military aid will undermine rather than bolster that region's stability. We should not overlook the possibility that if we give military aid to Pakistan, Russia might offer India and other Asian countries its own version of Point Four. I do not think India will accept military aid. Russia can afford to give quite an impressive Point Four type of assistance to which prospective Asian recipients would be susceptible." Meanwhile, reports current in Washington and New York said that U.S. military aid to Pakistan would be given after firming up a defensive alliance between Pakistan, Turkey, and Iraq, with American encouragement.
