Sir, During his Independence Day address in 1992 the then Prime Minister, P.V. Narasimha Rao, vowed to eliminate manual scavenging within a year. That the Act (1993) relevant to the degrading practice has not been implemented by the Governments at the Centre and in the States speaks volumes of their insensitivity to an issue that is closely linked to the social and economic amelioration of the Dalits who constitute a large section of the country's population.

* * * Sir, The Supreme Court notice to all States on `manual scavenging' is welcome. Nearly 12 lakh people are involved in this demeaning work, another example of the poor implementation of the reservation system.
