NALGONDA, JAN.11. G. Haragopal, a professor in the University of Hyderabad, has charged the State Government with transferring only responsibilities, but not powers, to the local bodies. Addressing a seminar organised by the Democratic Teachers' Federation on `Transfer of Education to Local Bodies' here on Sunday, he said that the State Government was weakening the local bodies by scrupulously following the dictates of the World Bank. He also alleged that policy decisions were being taken on the basis of the guidelines formulated in Washington. V. Hanumantha Rao, senior journalist, alleged that the development being claimed by the Government was nothing but a sham.
