TIRUPATI. Jan. 13. The AP State ST Employees Association's Chittoor district unit on Monday complained of large-scale irregularities in the TTD administration vis a vis the implementation of rule of reservation for the STs regarding recruitments and promotions. The association in a statement here said that though the previous Executive Officer of the TTD, P. Krishnaiah, had said that the STs' quota in the TTD would be filled through APPSC and the Commission had also accordingly released an advertisement subsequently in this regard, the same was not being adhered to. Citing another instance of alleged violation, the association pointed out that though there was a specific G.O. which said that Kammara and Konda Kapu communities did not come under the ST category in the Chittoor district, the TTD had been providing jobs them under ST quota. The statement also expressed surprise that the TTD, which had been maintaining that all backlog posts in respect of the STs were filled, should submit to the AP SC/St Commission headed by Justice Punnaih during its recent visit here that there were 40 backlog posts of SCs and 20 posts of STs in the TTD. The association alleged that out of a stipulated 6 per cent reservation for STs, 4 per cent was being grabbed by those who produced `bogus' caste certificates and the remaining 2 per cent by those from outside the district, giving locals a raw deal. It also complained that the TTD was using the STs only to fill certain lower cadre posts and claim that the STs quota was completed and that there were no ST backlog posts. It also alleged that certain lower cadre posts like attenders and multipurpose workers were being filled with those having qualifications far higher than prescribed. Being post-graduates and graduates, many of them were leaving the jobs subsequently. The association urged the TTD to fill the posts reserved for SCs and STs strictly in accordance with the rules.
