BANGALORE, JAN. 13. D.J. Balaraj, former IAS officer, has said that it was Ramakrishna Hegde as Finance Minister of the State who formulated the excise policy. Mr. Balaraj, who is a member of the Minorities Commission, has recalled that he was the Excise Commissioner when the Nijalingappa Government lifted Prohibition in 1966. Mr. Hegde as Finance Minister in those days went into the adoption of an excise policy. He was an able administrator who also maintained excellent relations with civil servants. Mr. Hegde left his imprint in whichever field he worked. The former minister, G. Basavannappa, praised Mr. Hegde for the adoption of the comprehensive reservation policy in the State. He had the fortune of implementing that policy as the Social Welfare Minister in his Government. As the Minister for Food and Civil Supplies under him, he had implemented the public distribution system and introduced green cards for the poor. Mr. Hegde had a national vision and was known for political wisdom. The Minister of State for Primary and Secondary Education, B.K. Chandrashekar, said that Mr. Hegde would be remembered for advocating value-based politics and administrative decentralisation. Basavaraj Bommai, AIPJD MLC, said that Mr. Hegde was one of the mature political leaders of the nation. The credit for making Karnataka a model State in the field of Panchayat Raj should go to him. C.M. Lingappa, Congress MLA and Chairman of the Karnataka Urban Water Supply and Drainage Board, has said that Mr. Hegde was one of the leaders for whom the welfare of the people was uppermost in mind. The Secretary of the Institute of Parliamentary Affairs, M.C. Shanthamurthy, has said that Mr. Hegde was one of the most accomplished political leaders and administrators of the country.
