THIRUVANANTHAPURAM, JAN. 14. The Vigilance has arrested the Village Officer of Ayiroor panchayat, P. A. Salahudeen (54), on the charge of having accepted a bribe of Rs. 500 for issuing a certificate of transfer of registry. Salahudeen and V. Madhu (36), an associate who allegedly received the bribe on his behalf, were produced before the Special Judge, M. S. Mohanachandran, today and remanded to judicial custody. According to the Vigilance, the complainant, B. Sebastian (68), a Gulf returnee and a resident of the panchayat, had approached the Village Officer on January 5 with an application for a transfer of registry certificate pertaining to 50 cents in his name. After receiving the application, the Village Officer had asked Sebastian, "How much money have you got with you?" Sebastian replied that he had Rs.250 with him and the official had asked him to hand the money over to him. According to the complainant's statement to the Vigilance, the Village Officer had then handed back Rs. 50 to him, saying, "Keep this for the return trip." He then told Sebastian to bring Rs.300 within a week. When Sebastian protested, the official told him that he would have to pay the money if he wanted the certificate. Sebastian had then approached the Vigilance with a complaint and a team led by the Dy.S.P., Anti-Corruption Bureau, laid a trap for the official. Salahudeen's associate, Madhu, accepted marked notes from Sebastian at the Village Office on January 13 and the accused were promptly arrested.
