VISAKHAPATNAM, JAN. 17. The Visakha Society for Prevention of Cruelty to Animals (VSPCA) has asked authorities to stop slaughtering of cattle at AVN College Down, Railway New Colony, Arilova and other residential areas in the city. Addressing a press conference along with Khayuum of Railway Masjid Action Committee and the president of Sai Baba temple in Railway New Colony, Seshagiri Rao, the VSPCA honorary president, Pradeep Kumar Nath, said that there were about 2,000 slaughterhouses functioning illegally in the district. Stating that brutal methods adopted in slaughtering cows, their progeny and buffaloes in residential areas and the ghastly scene of their remains were causing panic among residents, Mr. Nath said that the authorities had miserably failed in implementing the Enforcement of Transport of Animals (Amendment) Rules of 2001. To a question, he said that as per the AP Prohibition of Cow Slaughter and Animals Preservation Act of 1977, only limited types of cattle was allowed to be slaughtered after obtaining a certificate from the competent authority. However, he said that in most cases, pregnant cows and diseased cattle were being slaughtered. The VSPCA activist said that whosoever obtained the certificate could slaughter animals only at places specified by the Government. Notwithstanding anything in the Code of Criminal Procedure of 1973, all offences committed in violation of the Act were cognizable. Mr. Nath clarified that only those bulls, which were above the age of 16 and infirm and unfit, were eligible to be slaughtered after proper certification from the veterinary doctor. The indiscriminate use of oxytoxcin injection was a serious violation, he said, and asked the Deputy Commissioner of Police to look into the matter in his capacity as animal welfare nodal officer.
