PONDICHERRY, JAN. 19. The Pondicherry CPI (M) secretary, T. Murugan, today called upon the Government to hold civic polls, due for more than 30 years, in the Union Territory. Criticising the taxation system, Mr. Murugan said no norms were being followed while fixing taxes. The civic authorities' `fictitious approach' had caused hardship to property owners. "Now an amusing decision has been taken to do away with penal interest if a defaulter clears the tax dues in three months time". It had been pointed out that the levy of taxes was not reasonable.
