NEW DELHI, JAN. 19 . The Delhi Mayor, Ashok K. Jain, today inaugurated a two-day Special Training Programme for Municipal Councillors on local Government leadership and management skills at Town Hall here. Councillors from Delhi, Punjab and Uttaranchal are participating in the training that has been organised by the Municipal Corporation of Delhi in collaboration with the U. N. Habitat and the Habitat Settlement Management Institute. It is for the first time that local government experts from several countries including Romania, Afghanistan, Indonesia, Sri Lanka and Nepal were here to impart training to Councillors for better leadership and management, said the Municipal Commissioner, Rakesh Mehta. Stating that the local Councillors were answerable to citizens, Mr. Jain in his inaugural address said the elected representatives should be well acquainted with principles, laws, rules and by-laws of the local administration. The U. N. House representative, Sarika Sieke Hussey, said the main aim of the United Nations was to improve the capabilities of the local elected representatives through such training programmes. The Standing Committee Chairman, Mukesh Goel, the Leader of House in the MCD, Satbir Singh and the Leader of the Opposition, Subhash Arya, were present on the occasion.
