Draft concession agreement for airport approved

NEW DELHI, JAN. 20. The Union Cabinet today cleared a crucial draft concession agreement for the proposed $ 250 million Bangalore International Airport.

The Union Minister of State for Civil Aviation, Rajiv Pratap Rudy, made this announcement.

This comes three years after the Prime Minister, A.B. Vajpayee, visited the project site at Devanahalli.

However, the Director-General of Civil Aviation (DGCA) is yet to give site clearance and the Defence Ministry has to issue a no-objection certificate for the airport.

There are two agreements — State support and land lease — to be signed with the Karnataka Government.

Details of the air traffic management plan, which involves air space of the existing Hindustan Aeronautics Ltd. (HAL) Airport and the Indian Air Force (IAF) base at Kolar, have been worked out.

Last week, the State Civil Aviation Minister, H.M. Revanna, called on the Defence Minister, George Fernandes, here and promised an alternative site within six months to the Defence Research and Development Organisation (DRDO), on which the no-objection certificate is dependent.

The issue of airport tariffs, including landing and take off facilities, is being sorted. In June last year, the Finance Ministry had objected to the concession agreement, saying it impinged on the sovereign right of the country to decide on aviation matters.

It said the agreement had given Bangalore International Airport Ltd. (BIAL) the right to be consulted on any negotiations on civil aviation issues between India and other countries.

The Bangalore project is the first green field airport project in the country and will set a precedent for Hyderabad and Goa. But delays have resulted in deadlines being shifted.

The earlier plan was to begin land development in October 2002.

The shareholders in BIAL include the Karnataka State Industrial Investment and Development Corporation with 13 per cent equity, the Airports Authority of India (AAI) with 13 per cent, and the Siemens consortium with a 74 per cent stake.

The Siemens consortium comprises Siemens Project Ventures GmbH of Germany, which has a 40 per cent stake, Larsen and Toubro, and Unique Zurich Airport who hold 17 per cent each.

The Civil Aviation Ministry and the BIAL have been holding discussions on the agreement from May 2002. Some demands of the BIAL have been accommodated in the Airports Authority Act (Amendment) 2003. — UNI
