NEW DELHI, JAN. 22. Despite the University Grants Commission's clarification that the proposed concept paper for the Model Act was not an attempt to make higher education in the country more commercial, the total bandh called by teachers' associations in all Central universities on Thursday evoked a good response with almost all colleges falling in line. While almost all Delhi University colleges observed the bandh as a mark of protest against the UGC's proposed Act for universities, the Delhi University Teachers' Association expressed surprise over the UGC statement that it would be holding dialogues with teachers associations. "The DUTA has so far not received any response to its communications to the UGC Chairman more than a month back for a dialogue on various pending issues,'' the organisation said in a statement issued today. While demanding withdrawal of the present proposal, the DUTA held that university associations should be asked to discuss and suggest the changes which need to be incorporated into their respective Acts. "The UGC should also talk to teachers' organisations on the pending demands including restoration of third promotion to teachers, parity to librarians and options for other issues like medical facilities.'' While criticising the proposed concept paper, the Academics for Action and Development described it as a clever attempt by UGC to implement the Ambani-Birla report which had recommended that self-financing be increased. "It has been established beyond doubt that UGC's proposed Act is based on the recommendations of the Ambani-Birla report which wants higher education as a commercial industry activity. The UGC must withdraw its current proposals and should enter into a dialogue afresh with representatives of university community in the country.''
