DHARWAD, JAN. 23. A sea of humanity greeted the Congress President, Sonia Gandhi, when she arrived to inaugurate the State-level convention of members of panchayat raj institutions and urban local bodies, near here today. Mobilisation of people for the convention was a priority for the organisers of the convention, and officials from the different tiers of panchayats, which account for about 86,000 members, had been directed to bring the members. The venue was a bowl-shaped ground behind the Telco unit here, two or three km. from the main road. Barring the dais, no other structure was erected. The entire ground was barricaded and there were special enclosures for members district-wise. The President of the Karnataka Pradesh Congress Committee, B. Janardhana Poojary, whose involvement in organising the convention had drawn criticism from the Opposition, sat in a separate VIP enclosure away from the dais.
