THIRUVANANTHAPURAM, JAN. 25. The Information Technology Department and the State-owned Electronics Development Corporation, Keltron, are making forays into use of open and free software for various purposes. While the Department is a hesitant entrant, Keltron is going all out to make it happen. The company plans to launch a GNU/Linux-based operating system in Malayalam shortly. This would be preloaded on personal computers being marketed by it. It would also launch a development centre for free software soon. The company has already developed a project management system for the Modernising Government Programme, Industries Department and the Restructuring and Internal Audit Board. It has also developed a plan scheme monitoring system for Industries and Scheduled Castes and Scheduled Tribes Departments. A loan monitoring system has also been developed using free software. A knowledge village portal developed for panchayats has become operational in Karakulam panchayat in Thiruvananthapuram. All the 30 Web sites hosted by Keltron so far for various Government as well as private agencies are based on open source. It also uses the Linux platform for its Web services such as Web server, mail server and domain name system. The IT Department has taken the decision to introduce GNU/Linux in its Akshaya e-literacy programme. However, the programme remains a mixed bag where both Windows and Linux platforms are employed. In the case of computerisation of panchayats, the Department has recommended Windows servers as the appropriate platform despite some objections from the Law Department over limiting tendering to Windows. However, a decision has been taken to use Star Office for computerisation of Secretariat. The Thiruvananthapuram Collectorate has been computerised on Linux platform. The Department is planning some interventions in the strengthening free software for IT development and employment generation in Kerala. This would include efforts to develop sufficient numbers of high quality human resource in free software. According to the IT Mission, which is spearheading the move, the intervention will have a multi-tired structure, aimed at driving a multi-pronged approach for strengthening the use of free software which include an apex society that would drive the intervention, a centre of excellence in free software, cells in selected engineering colleges and a virtual micro enterprise based employment plan.
