THIRUVANANTHAPURAM, JAN. 27. The Leader of the Opposition, V.S. Achuthanandan, today said the Budget had lost its sanctity in the State, with the Government failing to carry out any of the programmes mentioned in it. Participating in the general discussion on the Budget in the State Assembly, he challenged the Finance Minister, K. Sankaranarayanan, to disprove this assertion by bringing out the exact statistics relating to the allocations made for each programme in last year's Budget and the amount actually spent during the year. He said Budget provisions had no meaning at all as the Government, due to the unrealistic assessment of its revenue receipts, could not honour its commitments to any sector. A new tool called `memo clearance' was now being employed by the Finance Department to hold back allocations to all departments and release funds to meet just the most pressing needs like salary disbursement.
