Give Lokayukta penal power: Sudarshan

BANGALORE, JAN. 27. The Karnataka Lokayukta Act needs to be amended so that it can act against the corrupt, the Lokayukta Vigilance Director (Health), H. Sudarshan, said here on Tuesday.

He was delivering the Dr. Ramachandra N. Moorthy Lecture on "Good governance in health" organised by the National Institute of Mental Health and Neuro Sciences (NIMHANS) at its convention centre here.

"The Lokayukta Act was full of loopholes and had limited powers. We can only investigate and recommend suspensions. But we can't really initiate action," he said. "So we have sought amendments to the Act to give us more teeth."

"The Chief Minister, S.M. Krishna, is supportive of our demand but it is learnt that a few ministers are not co-operating," he said.

Dr. Sudarshan said he was disturbed to see the doctors become "increasingly insensitive towards the patients". "

It is unfortunate to see that all are involved in corruption — right from the D-group employees to ministers," he said.

He cited instances where doctors and officers were caught red-handed taking money from the patients.

He said the Lokayukta would initiate reforms for good governance in health.

It would organise training and leadership courses in health and hospital management.

Pointing out that corruption was less in areas which had good team leaders, he said the district health officers in Shimoga and Belgaum were found to be the best in their category.

He said that a lot of deals were struck during admissions to medical colleges.

The Lokayukta planned to raid hotels and other places of accommodation where the students stayed, he said.

Only a people's movement could help fight corruption. Value-based education, making proper use of the Right to Information and Transparency Act, a Citizens' Charter and electoral reforms would help in preventing corruption, Dr. Sudarshan added.
