Blair cleared

LONDON, JAN. 28. The Hutton inquiry report has cleared the British Prime Minister, Tony Blair, and his Government of any responsibility for events that culminated in the death of weapons scientist, David Kelly, who committed suicide last summer after being named as the source for a BBC report that accused Downing Street of ``sexing up'' the threat from Iraq. But it sharply criticised the BBC for allowing its reporter, Andrew Gilligan, to broadcast ``unfounded'' and ``grave'' allegations against the Government, and declared that the BBC's editorial system was ``defective''.
