Intemperate

Sir, — The Congress spokesperson, S. Jaipal Reddy's intemperate criticism of the Bihar Governor, M. Rama Jois, and his statement that the Congress would have dismissed him for his observations on law and order in Bihar are typical of the Congress' attitude towards the citizens acquired over nearly 50 years in power. The Governor has every right to express his displeasure over the failure of the State Government machinery.

Sir, — Mr. Reddy's demand for Mr. Jois' dismissal is surprising. According to the Constitution, the Governor can only be removed by the President.

Sir, — The demand for the dismissal of Mr. Jois, for his allegedly unconstitutional remark about the condition of law and anarchy in Bihar, is wrong. Mr. Jois as Governor has a right to comment on the situation prevailing in the State.

Sir, — Most readers have been debating on the propriety of the Governor using the occasion of Republic Day to voice his concern about law and order in Bihar. The more important debate, I think, should be on the obvious lack of law and order in the State.

Sir, — Mr. Jois' angry outburst does not fit in well with constitutional propriety. He should be warned by the President in order to maintain a healthy and cordial Centre-State relationship.
