THIRUVANANTHAPURAM, FEB. 2. The regional centre of the Union Ministry of Human Resource Development for attesting the certificates of those seeking employment abroad, opened here last week, will be handling up to 150 applications a day, according to the Department of Non-Resident Keralites' Affairs (NoRKA). This centre has been a longstanding demand of Kerala, from where tens of thousands of people go abroad, particularly to the Gulf region, for employment each year. For getting their certificates attested by the Union Department of Human Resource Development, they had to go to New Delhi formerly. Now they can have the formalities attended to at the centre opened here. The centre is attached to the office of the `Roots' the Non-Resident Keralites' Development Initiative (which is a field agency of NoRKA) located at Vazhuthacaud in the city. It will be open Monday to Friday. Only the first 150 applications submitted after 9-30 a.m. each day will be processed during the day. No other considerations or recommendations will be entertained here, NoRKA informs. The application form will be given free of cost from the centre and people from outside Kerala too can get their certificates attested here for seeking employment abroad. The certificates to be attested are to be submitted along with the filled-in applications by the candidates or their close relatives. Agents or agencies will not be allowed to do it. For attesting each certificate, the applicant is required to submit a postal order for Rs. 50 in favour of the `Secretary, Department of Secondary and Higher Education', payable at New Delhi. The postal order, original certificates and the filled-in application form are to be pinned together in that order. The applicant is required to bring a copy of his/her ration card, passport, or identity card. In the case of passport, there should be copies of the first, second and last pages. If the applicant is already abroad, only the copy of the passport will be accepted as identification. For getting the SSLC certificate attested, the applicant should submit copies of its first page and the page in which it is shown that he/she has passed the SSLC examination. The applicant himself/herself should have signed the application. If the application is being sent through a representative, there is a special page (page number three) in the application form that has to be filled in by the representative. The United Arab Emirates (UAE) has recently made it mandatory for any Indian seeking employment in that country to have a basic qualification of SSLC pass. All his certificates have to be attested by the concerned authorities in the country. The attestations have to be made not only by the Union Department of Human Resource Development, but also by the Department of Foreign Affairs and the UAE Embassy. Once the certificates are attested by the Department of Human Resource at its regional centre here, the `Roots' will undertake the responsibility of having them sent to New Delhi to complete the other formalities. `Roots' will be charging a service charge of Rs. 500 for this. In addition, the candidate will have to pay a fee of Rs. 750 for getting each certificate attested by the UAE Embassy. This is a fee charged by the UAE Embassy itself. The attestation by the Department of Foreign Affairs does not involve any fee. The papers to be sent to New Delhi (through the `Roots') include the original certificates attested by the regional centre of the Department of Human Resource Development, related mark lists, three copies each of these certificates and mark lists, three copies of the first page of the passport and a recent photo of the applicant. It will take a minimum of 20 days for the `Roots' to get all the formalities completed and return all the required papers to the applicant. After these 20 days, the applicant can contact the `Roots' to inquire about the position of his/her application.
