Sir, This refers to the Bihar Governor's remarks about law and order in the State. The point is not that Bihar is wonderfully safe. Law and order has long been a problem, but things are not quite as terrifying as Laloo Yadav's opponents would have us believe. Bihar's record on the communal front is exemplary, and more so by the yardstick of a BJP-governed State such as Gujarat, where the Chief Minister stands accused of carrying out a pogrom against Muslims. And even at the height of that carnage, the Gujarat Governor did not make a case for placing the State under President's rule.
