KOCHI, FEB. 3. The coastal hartal called by the Kerala Fishermen Coordination Committee passed off peacefully in the district. A section of fishermen laid siege to the Fort Kochi harbour. The CITU all-India vice-president, M.M. Lawrence, inaugurated the agitation. Private buses kept off the road in the Kannamaly-Chellanam sector and shops remained closed. Country boats also were moored. The hartal was observed in protest against the Union Government's decision to permit foreign trawlers to operate in the Indian waters. Hartal was also observed at the fisheries harbour, Thoppumpady and Munambam. Shops and other commercial establishments remained closed. Only a few private buses operated services in the area. Fishermen took out rallies in different parts of the coastal belt. The Kerala Matysa Thozhilali Aikya Vedi (TUCI) State president, Charles George, called for a united agitation against the Central Government's decision. See also Page 4
