Russia expresses alarm

MOSCOW, FEB. 5. The Russian Defence Ministry has voiced "extreme concern" over the nuclear technology transfers from Pakistan.

"The Defence Ministry is extremely concerned over the consequences of the nuclear proliferation leakages from Pakistan and the possibility of more such incidents," the Itar-Tass news agency quoted a ranking official in the Russian military establishment as saying.

The case of the father of Pakistan's nuclear bomb, Abdul Qadeer Khan, illustrates the absence of universal rules of the game in controlling the production of weapons of mass destruction, the official told Itar-Tass today. "Quite obviously, there is need for national Governments to bear legal responsibility for violating the ban on WMD proliferation," the source said, adding that the U.N. alone can create an effective mechanism to stop the spread of sensitive technologies.

A senior Russian diplomat today called for the U.N. Security Council to take measures to prevent terrorists from gaining access to WMD. The Deputy Foreign Minister, Yuri Fedotov, told Itar-Tass that consultations on the problem were under way in the Security Council.

"The Russian side hopes that a common position can be worked out shortly to combat this threat," Mr. Fedotov said. "It is not ruled out that a resolution may be adopted on the issue."
