RAJAHMUNDRY, FEB. 7. The Finance Minister, Yanamala Ramakrishnudu, on Saturday justified the Government decision to go for vote-on-account asserting that it was perfectly in tune with the provisions of the Constitution. He said that details of the vote-on-account, which would be for a period of three to four months, were being finalised. Speaking to newsmen here, Mr. Ramakrishnudu, who came here to oversee the arrangements for the `jenda panduga' of the party, to be attended by the Chief Minister, N. Chandrababu Naidu, on Monday, explained that Governments would resort to vote-on-account when there was not enough time to present the regular budget. For getting the regular budget accepted in the House, at least 30 days was required. Since the Assembly was dissolved and sufficient time was not available the Government had decided to go for vote-on-account to draw money from the consolidated fund so that normal expenditure, like payment of salaries to Government staff, was met. Mr. Ramakrishnudu said that under Article 163 of the Constitution the State Cabinet is empowered to advise the Governor to issue an ordinance in respect of vote-on-account. Later, the Finance Minister, along with the Collector, K.S. Jawahar Reddy, and the Superintendent of Police, Govinda Singh, inspected three routes through which the `cycle yatra' would be taken out on Monday. Vanga Gita, MP, Buchaiah Choudary, former MLA, and district unit party president, Nimmakayala Rajappa, were present.
