dated February 9, 1954: Constitution changes

A Bill to amend the Constitution in respect of certain important Articles will be introduced in Parliament some time in April after the forthcoming Budget session commences on February 15. Disclosing this in an interview in Poona, Mr. B.N. Datar, Union Deputy Home Minister, said that the proposed Bill, after being introduced in Parliament, would be referred to a joint select committee of both the Houses. As the proposed Bill would deal with certain "urgent" matters in the working of the Constitution, the Government of India expected it to be passed by Parliament before the end of the year, most probably during its winter session in November, he added. According to Mr. Datar, the proposed Bill would seek to amend the Constitution mainly in respect of those Articles which dealt with judicial matters, namely Articles 32 and 226. The other Articles, which might be taken up in the proposed Bill for amendment, are Articles 31 and 286. The Government of India intended to amend these few important Articles in advance, for which opinion of all State Governments and the Central Ministries had already been elicited.
