Ragging: Kerala varsity, Government pulled up

KOCHI, FEB. 9. A Division Bench of the Kerala High Court today took the Kerala University and the State Government to task for not effectively implementing the Kerala Prohibition of Ragging Act 1998.

The Bench comprising the Acting Chief Justice, N.K. Sodhi, and Justice K.K. Dinesan after going through the affidavits filed by the University of Kerala and the State Government observed that the court was not satisfied that they took effective steps to implement the Act. It appeared that they had not been able to provide safety to the inmates of the University hostel or maintain discipline.

The court made the observation when a letter complaining about the harassment being meted out to inmates of the University hostel at Kariyavattom came up before the court. The court had earlier issued notices to the University and the State Government after treating the letter as a writ petition. Purchase of rabies vaccine

The Bench requested the Government Pleader to take instructions from the State Government on a writ petition seeking to examine the record relating to the purchase of anti-rabies vaccines valued at Rs.1.18 crores.

In his petition, P.D. Joseph of Thrissur also sought a direction to State Government and the Director, Health Services, to supply anti-rabies vaccines to the Government hospital in Thrissur.

The court noted that the petitioner had failed to pay the required process fee and serve notice to the respondent. Though he or any person representing him was not present in the court when the case was taken up for hearing, the court refrained from dismissing the Petition. The court asked the Government pleader to take instructions in the matter and adjourned the case to February 27.

Notice issued on case of missing student

A Division Bench comprising Justices K.A. Abdul Gafoor and J. M. James issued notices to the Circle Inspector of Police, Muvattupuzha and two police constables on a petition filed by a mother seeking production of her son who was abducted.

The Bench issued notice to Mohana Krishnan, police constables at Kanakakunnu Police station, and Unnkirhsnan, police constable of the Mavelikkara police station, on a petition filed by K.C.Geetha of Mavelikkara.

Instruction on petition against K.V.Thomas

Justice G. Sasidharan has directed the prosecutor to get instructions from the government on a petition challenging the Thrissur Vigilance and Special Commissioner's order dismissing a disproportionate assets case filed against the Tourism Minister, K.V.Thomas.

The petition was filed by Biju C.Valluvanadan.
