CGFNS not to offer exam centre in Kochi

KOCHI, FEB. 14. The Commission on Graduates of Foreign Nursing Schools (CGFNS), the organisation which facilitates recruitment of nurses from India and other countries around the world for jobs in the U.S., has decided not to offer any centre in Kochi for its qualifying examinations to be held in March and July this year.

The Cochin University of Science and Technology (Cusat) was the centre for the qualifying examination in the State last year. The term of a memorandum of understanding (MoU) between the CGFNS and Cusat ended in November 2003. An examination centre was offered in Kochi in view of its geographical positioning and facilities available for the conduct of the examination.

Judith M. Pendergast, Director of Planning, Marketing and Communications, CGFNS, told The Hindu in an e-mail message from Philadelphia today that the exam would not be offered in Kochi in March or July because suitable arrangements were not in place for conducting the test.

Ms. Judith said that the CGFNS had made the decision to offer its qualifying exam in Kochi in order to provide useful service to many nurses who lived in or received nursing education in Kerala.

"The examinations given in Kochi in 2003 were well-administered by the Director of International Relations and Academic Admissions (IRAA) of the Cochin University of Science and Technology. CGFNS' standard practice elsewhere in the world is to have a contract with an individual, not with an organisation, to serve as test administrator", she added.

It is learnt that the organisation has taken a serious note of the incidents that led to the cancellation of Cusat as an examination centre for the exam.

The exam centre was closed after employees' unions in the university crossed swords with the authorities over the selection of invigilators for the exam.

The university's decision came in the wake of the employees' move not to allow the conduct of the examination. The employees' unions had alleged that there were discrepancies in the selection of invigilators for the examination. The CGFNS was also not in favour of changing the panel of invigilators in order to maintain the rules and regulations of the examination.

According to official estimates, hundreds of nursing students looking for jobs in hospitals in the U.S. benefited a lot following the CGFNS' decision to allot an exam centre in Kochi.

The CGFNS has not considered a proposal from the Department for Non-Resident Keralites Affairs (NoRKA) that it was willing to hold the examination in Kerala in March and July.

The department had authorised its representative in San Francisco to hold talks with officials of the commission. NoRKA had informed the CGFNS authorities that it was well-equipped to conduct the exam.

A Syndicate sub-committee of Cusat recently recommended that the MoU with the CGFNS should be revived at the earliest. It found that a majority of the invigilators were from among the non-teaching staff of the university.

The sub-committee suggested that members from the teaching community should also be included in the list of invigilators.
