B.Ed. colleges: panel for fresh scrutiny constituted

THIRUVANANTHAPURAM, FEB. 17. The Cabinet on Tuesday decided to constitute a three-member committee for fresh scrutiny of applications for no-objection certificates for starting of self-financing B.Ed. colleges in the State.

This is on the basis of the recent order of the High Court in a series of petitions challenging the choice of the colleges. The Principal Secretary (Higher Education), Director of Collegiate Education and Director of Public Instruction will be the members of the Committee.

The Cabinet also decided to regularise the appointment of teachers in leave and additional vacancies in aided schools made by private managements from October 29, 2001. The managers had made the appointments disregarding a Government ban on such appointments.

It decided that no teacher appointed in leave vacancies would be treated as eligible for reappointment in future unless he or she had put in eight months of service in such vacancies.

With the approval of previous appointments, the teachers would be eligible to draw salaries from January this year. The salary pertaining to the period between October 29, 2001, and December 2003 will be merged with the Provident Fund.

The Chief Minister, A. K. Antony, who briefed reporters on the Cabinet decisions today, said that the report of the Narendran Commission, which went into the issue of representation of backward classes in Government service, would be presented to the Assembly for discussion at its next session.

The Chief Minister said that a Cabinet sub-committee had been constituted to thrash out various contentious issues regarding implementation of the report. There were also some legal hurdles regarding implementation of the report as a case was pending before the Supreme Court.

The Finance Minister, K. Sankaranarayanan, the Industries Minister, P. K. Kunhalikutty, the Revenue Minister, K. M. Mani, te Electricity Minister, K. Muraleedharan, and the Labour Minister, Babu Divakaran, would be its members.
