NEW DELHI, FEB. 18. With the Prime Minister recently endorsing a Rs. 2,500 crore proposal for implementing the national action plan on e-governance, the World Bank on Tuesday indicated its willingness to extend assistance to finance the project. Confirming that the Bank was in discussions with the Finance Ministry for extending loan assistance for implementing e-governance programmes for the Centre and the States, the Bank's Country Director, Michael Carter, said the scheme envisaged "inter-linking" of all the 35 States and Union Territories through the IT network. The scheme would cover 10 main areas, including land records, property registration, transport and revenue collection, he said. Apart from the Centre, Andhra Pradesh, Karnataka, Madhya Pradesh, Uttar Pradesh, Rajasthan and Uttaranchal had evinced interest in getting the World Bank assistance for implementing the e-governance programmes. Andhra Pradesh, for instance, has sought a World Bank loan worth $50 million for scaling up its existing e-Governance programme. The assistance sought by States ranged between $10-50 million, Mr. Carter said on the sidelines of a conference organised by Assocham and the World Bank on "e-Governance-Transforming India."
