`Make MCD accountable for amenities'

NEW DELHI, FEB. 18. Stating that the Municipal Corporation of Delhi should be made accountable for the civic amenities it provides, the Bharatiya Janata Party Councillor from Rohini in North-West, Vijender Kumar, has proposed that the MCD "pay a penalty'' for delay in executing a work or deficiency in services.

The Standing Committee has sent to the Municipal Commissioner, Rakesh Mehta, to explore how it can be implemented.

In his resolution submitted to the Standing Committee on Tuesday, Mr. Kumar proposed a penalty of Rs. 50 per day on the MCD, which would be given to the citizens concerned for any delay in clearing an application.

"This amount should be recovered from the salary of the staff responsible for the delay,'' the proposal said.

Mr. Kumar said it was high time that the MCD was made accountable for the services it provided to the residents of the Capital. "This can only be done by imposing a fine on the officers who are responsible for delay or deficiency in the services,'' he said.

He said in States like Maharashtra, Karnataka and Goa it was statutory duty of the local bodies to take action on applications received from people relating to public utility within a stipulated time and in case of delay they would have to pay a penalty of Rs. 50 per day to the citizen concerned.
