WASHINGTON, FEB. 19. A former Enron Chief Executive, Jeffrey Skilling, has surrendered to the FBI in Houston this morning and was expected to appear before a Judge. It is not clear what Mr. Skilling will be formally charged with but indications are that the counts will include fraud and conspiracy. Mr. Skilling who stepped down some four months before Enron came apart in a financial scandal surrendered to the FBI shortly before daybreak. Barring delays, he will be the highest profile Enron executive to face criminal charges; and is the 28th individual to be charged in one of the most extensive Justice Department investigations that started two years ago. The former top Enron accountant, Richard Causey, has already been charged on the conspiracy and fraud counts.
