KOCHI, FEB. 20. A Division Bench of the Kerala High Court today directed the police to see that Reji Puthayath of Meenangadi, Wayanad, would come to no harm while going to give evidence before the Kozhikode Inquiry Commissioner and Special Judge in a case filed against the Education Minister, Nalakath Soopy, in connection with the B.Ed. college allotment. The Bench comprising Justice J. B. Koshy and Justice K. Thankappan also directed the police to see that the life of the petitioner was not threatened. The directives came on a petition seeking police protection filed by Mr. Reji, one of the witnesses in the case. According to him, ever since he had received summons asking him to appear before the court to give evidence on February 23, he had been receiving threatening calls. He alleged that the calls were being made by one Mohammedali of Kozhikode and Viswamithran of Malappuram. Though he had given a representation to the police, no action had been taken on it. Court reserves orders A Bench comprising Justice Cyriac Joseph and Justice K. Padmanabhan Nair reserved its order on a writ petition seeking a directive to the State Government to strictly implement Rule 86 of the Kerala Government Servants Conduct Rules, 1960 banning strike by Government employees and take stringent action against the violators of the rule. Bullock cart race Justice C.N. Ramachandran Nair today allowed the conduct of bullock cart race subject to certain conditions at Kakoor Kalavayal, near Piravom. The conditions were that no stick be used for prompting the bullocks, the organisers or owners should not give alcoholic beverages to the bullocks and that no vehicle be allowed on the field where the race would be held. The Court also directed that the Revenue Divisional Officer supervise the race.
