Drought: team begins assessment

THIRUVANANTHAPURAM, FEB. 20. A Central team, headed by the Joint Secretary (Agriculture), J. P. Meena, arrived here on Friday for a five-day tour of the State to assess the drought situation.

The team held preliminary discussions with the Chief Secretary, N. Chandrasekharan Nair, and the Revenue Secretary, S. Sundaresan, in the afternoon and later left for Kumarakom. It will tour the drought-affected areas of Kottayam district tomorrow and will have discussions with the Revenue Minister, K. M. Mani, at the Nattakam Guest House. The team will reach Malampuzha in Palakkad district the next day and will have discussions with the Finance Minister, K. Sankaranarayanan, at the Government Guest House there.

The team will also visit the drought-affected areas in Wayanad, Thrissur, Kozhikode, Malappuram and Kannur districts in two batches. They will be back here on February 24 for a wrap-up session and discussions with the Chief Secretary. The members are likely to have discussions with the Chief Minister, A. K. Antony, before returning to Delhi. The team has been sent in response to the State's request to the Centre for assistance totalling Rs. 1,359.03 crores for drought relief. The Government has sought Rs. 503.45 crores for providing assistance to farmers who suffered loss of crops, Rs. 135 crores for water supply and digging of wells and ponds and Rs. 720 crores to make up for the losses suffered by the Kerala State Electricity Board. It has also sought two lakh metric tonnes of rice for employment generation under the food-for-work programme.

According to a memorandum submitted by the State to the Centre, the rainfall in 2003 has been worst in the past four years. The rainfall was the most deficient in Wayanad (-45 per cent of normal), Kozhikode (-38 per cent), Palakkad (-30 per cent) and Ernakulam (-28 per cent) districts.
