THIRUVANANTHAPURAM, FEB. 21. The Government has decided to invoke dies non norm against employees who join the countrywide strike on February 24. An official release said here today said the employees who go on strike would have to forego the day's salary. It will be deducted from their March salary. Temporary employees who join the strike would be removed from service. Apart from this, those who indulge in destruction of public property would be prosecuted. It said leave would be granted to Government employees only on the following grounds: illness to self, spouse, children or parents, appearance in examinations, delivery or other exceptional cases. If illness is cited as reason for seeking leave, Government doctors should certify the same. If there is suspicion, the employee could be required to appear before a medical board. Regardless of the reason given, if the authorities concerned are convinced that leave is being sought to join the strike, the application for leave should be rejected. Decisions on applications for leave should be taken without delay based on these guidelines. If the head of an office is on strike, the employees not on strike should report the same to the district-level officer. The district-level officer shall take immediate steps to facilitate functioning of the office. District Collectors and heads of departments should take steps to ensure the there is no crowding in front of offices and no attempt to obstruct employees who wish to report for work. Attendance in each office should be reported to the District Collector by 10-30 a.m. and the same should be communicated to General Administration (SS) Department immediately. The Director General of Police has been directed to take appropriate measures in consultation with heads of departments to avert untoward incidents in connection with the strike, the release said.
