THIRUVANANTHAPURAM, FEB. 21. Stage carriers and heavy transport vehicles which have not been fitted with speed governors, would not be registered or issued fitness certificates, a press release quoting the Transport Commissioner has stated. The release said that an order issued by the Kerala High Court in September 2002 had made speed governors mandatory in all stage carriages and heavy transport vehicles. This stipulation was to be included in the permit and the court had given three months' time to implement the rule. On the basis of the court directive, the Government had asked the vehicle owners to fix speed governors before September 1, 2003. However, the time was extended till December 1, 2003, due to the lack of availability of speed governors . Meanwhile, the complainants had filed a contempt of court petition against the Transport Commissioner and the Transport secretary for the delay in the implementation of the court order. Following this, the court had directed the authorities concerned to ensure that its directive was implemented before February 29, 2004 and to submit a report to the court to this effect. The argument that the court directive should be implemented only on February 29 was wrong, the release said. It was under this circumstance that the officials concerned had been directed not to register or issue fitness certificates to stage carriages and heavy transport vehicles which were not fitted with speed governors, it added.
