MYSORE, FEB. 22. The State Resource Centre here has taken exception to the statement made by the Minister of State for Literacy and Adult Education, Baburao Chavan, that there was misuse of Government funds at the Mysore centre. The Minister recently accused the resource centre of misusing crores of rupees and alleged that the officials had converted the organisation into an independent body though it was a wing of the Directorate of Mass Education. It was receiving Rs. 40 lakhs from the Union Government annually, he had said. Kishore Attavar, Director of the Mysore centre, said the Karnataka State Adult Education Council was established in 1940 as a registered body and its aim was to spread adult literacy. But in 1975 the Union Government wished to establish resource centres all over the country. They were to be managed by the non-government organisations with a view to provide resource to the adult education programme. In view of this the Union Government wrote to the State Government asking it to either establish resource centre as part of its activity or entrust this responsibility to a voluntary agency in which case it agreed to give a grant at the rate of 75 per cent of the approved expenditure, according to Mr. Attavar. He said the Mysore centre functioned independently with its own director, governing body, etc., even though it was a subsidiary of the Adult Education Council and was using up Union Government funds. Refuting the allegations made by the Minister, Mr. Attavar said that the funds were spent according to the action plan approved by the governing body.
