JAMMU, FEB. 25. The Ansari-led Hurriyat Conference today threatened to pull out of the dialogue process if the human rights situation in Jammu and Kashmir did not improve by February 29. The Hurriyat chairman, Moulana Mohammad Abbas Ansari, said at a press conference here that talks had not been suspended as of now. (Later talking to The Hindu , Mr. Ansari clarified he had not announced the suspension of talks. "I have been misquoted," he said referring to a report circulated by a news agency and added "no talks are going on as of now so there is no question of suspending them." Mr. Ansari said the second round of talks was expected to take place in March.) Mr. Ansari said the Hurriyat was ready to wait and assess the impact of the directions of the Deputy Prime Minister, L.K. Advani, to the brass of the security forces on February 15, but the "excesses against the common people are not acceptable." The directions given by Mr. Advani were not being implemented on the ground, he charged.
