NEW DELHI, FEB. 28. The Delhi Government has decided to enlarge the scope of the summary assessment scheme by doing away with a number of restrictions so that most of the dealers are able to avail of it. Announcing this, the Delhi Finance and Planning Minister, A.K. Walia, said that the current summary assessment scheme for dealers was subject to a number of restrictions such as it was only open for dealers having a turnover of up to Rs 2 crores a year; it was not open for dealers whose turnover declined by more than 10 per cent over the previous years and it did not allow availing of summary assessment by return defaulters who file returns after a delay of more than 15 days. As such, the response to the summary assessment scheme in the past was not very encouraging since these restrictions reduced the number of dealers who could avail of it. Consequently, the number of dealers to be assessed by the department became very high resulting in a large number of assessments in a short period of time, which in turn affected the quality. In order to make the process more transparent and reduce the hardship to dealers and tax payers, Dr. Walia said the Sales Tax Department would launch a revised Summary Assessment Scheme without the earlier conditions from the next financial year so that most of the dealers were able to avail of it. With this, the longstanding demand of various trade associations - which were constantly demanding removal of the restrictions -- will be met. The Minister further informed that about 600 dealers - each paying tax over Rs 50 lakh per year - contribute over 60 per cent of the sales tax revenue. As such, the department proposes that these dealers be kept under separate jurisdictions of a ward known as Corporate Ward wherein officers having outstanding knowledge of the Act would be posted. While expressing satisfaction at the revenue collection by the Sales Tax Department, Dr. Walia said the department has already collected Rs 3,904 crores so far and exuded confidence that the target of Rs 4,200 crores would be fully achieved by the end of the financial year. This, he said, was considerably higher than the collection of the entire financial year 2002-03 which stood at Rs 3,867 crores. Averring that the revenue collection was utilised by the Government for developmental works, he appealed to all the dealers and taxpayers to pay their taxes on time to create better and more facilities for the citizens of Delhi.
