dated March 1, 1954: Recruitment policy

Dr. A. Lakshmanaswami Mudaliar, Vice-Chancellor of the Madras University, delivering the convocation address of the Aligarh University on February 28, said that "as long as the acquisition of a university degree is held to be a passport for employment, so long will educational standards continue to be lower." He suggested a reorientation of the entire policy of public service recruitment except in certain professional examinations and for posts requiring special knowledge, as the most urgent step to improve the low university standards. Dr. Lakshmanaswami Mudaliar added that having studied the question for many years, he had come to the painful conclusion that the automatic recognition of qualifications granted by any one university by other universities had instead of improving standards tended to lower them.
