NC members stage walkout over neglect of Mughal road

JAMMU, FEB. 29. The National Conference members staged a walkout in the Jammu and Kashmir Assembly today over the State Government's "lacklustre approach" to the construction of the Mughal road. The issue has been dominating the proceedings of both the Houses of the legislature.

Raising the issue during the question hour, the NC members, Syed Mushtaq Bukhari and Mohd. Aslam Khan, and the CPI (M) legislator, M.Y. Tarigami, expressed surprise that the Government had stalled the project since it came to power one and a half years ago.

In his reply, the Minister for Roads and Building, Madan Lal Sharma, said the project had not been shelved and it would start as soon as the Centre gave the go-ahead for the project. "An amount of Rs. 1500.71 lakhs has already been spent on the project which would begin any time after getting the Defence clearance," he said. There were security concerns over the presence of a large number of terrorists in the belt and they had to be cleared before re-starting the project. The NC member and former Minister, Ali Mohd. Sagar, displayed a paper which he described as a no-objection certificate given by the Roads and Building department. "The State Government is lying to us as there has not been any objection to the whole proposal by the Defence Ministry.

On the contrary, the objection is principally by the Minister," he charged. He wondered how a proposal could be put before the Cabinet if it did not have the Minister's approval.

This encouraged the NC members to rush to the front row demanding the Minister's resignation for giving a false reply in the House.

Mr. Sharma, in his reply, said that even if a proposal came before the Cabinet, the Minister or the Chief Minister had the right to drop it. Not satisfied with the reply, the NC members staged a walkout.
