dated March 3, 1954: Constitution amendment

Mr. C.C. Biswas, Minister of Law, indicated in the House of the People on March 2 that the Central Government had invited proposals from various State Governments regarding amendments to the Constitution. The question relating to the proposed amendments to the Constitution was raised by Mr. A. M. Thomas. The Law Minister said that the Central Government had not proposed the lines on which suggestions were required and the State Governments were free to suggest any amendments that they considered necessary. Asked whether the amendments suggested related to the Fundamental Rights Chapter, Mr. Biswas said: "As far as I have counted, out of 47 amendments, only four related to the part dealing with Fundamental Rights. The largest number deals with Part Six regarding Part A States in the Constitution. Suggestions have been of various kinds. In certain matters, the States have pointed out how the provisions in the Constitution were against what they consider to be public interest. In other cases they have suggested modification of certain Articles in order to make things simpler, easier and more expeditious. These suggestions are being categorised under distinct headings."
