MUMBAI, MARCH 2. The Union Ministry of Chemicals and Fertilizers has entrusted S. Balan, Chairman and Managing Director, Rashtriya Chemicals and Fertilizers, with additional charge as Chairman and Managing Director of Fertilisers and Chemicals Travancore Ltd. (FACT), Kochi.
