The Spanish verdict

Sir, — While Al-Qaeda has claimed responsibility for the March 11 explosions in Madrid, the Spanish electorate seems to have put the blame squarely on Jose Maria Aznar and voted him out.

Sir, — The meaning of the Spanish verdict is this: bombs are more powerful than the ballot. The terrorists who planted the bombs in Madrid would be doubly happy. The verdict is a setback to tackling global terrorism.
