JAMMU, MARCH 17. The Bharatiya Janata Party has accused the Mufti Government of "blatant violation" of the model code of conduct to "brighten the poll prospects" of the People's Democratic Party. The State BJP president, Nirmal Singh, who is contesting from the Jammu-Poonch Lok Sabha constituency, told reporters here that the Mufti Government "misused the print media" by publishing in all the newspapers in the State the speech on government expense by the Finance, Law and Parliamentary Affairs Minister, Muzaffar Hussien Baig, in the Legislative Council on March 11. He charged that this was aimed at influencing the electorate. According to the BJP, the State Government "passed the Permanent Resident (Disqualification) Bill 2004 on March 5 in a hush-hush manner to arouse religious sentiments and passions in the Valley keeping in view the parliamentary elections." Mr. Singh resented that hoardings containing emotive and controversial slogans such as `peace with dignity' had not been removed. The transfer and promotion of over 140 officials in the Public Health Engineering and Directorate of Youth Services and Sports on February 28 was in violation of the code of conduct, he said. Mr. Singh said it had brought these `violations' to the notice of the State election authority asking it to refer them to the Election Commission. However, the State Government defended the transfers saying that the decision was taken a day before the model code of conduct came into effect. The BJP felicitated Rafiq Sadiq, grandson of the former Chief Minister, G.M. Sadiq who is contesting from the Srinagar segment on the party ticket. Mr. Sadiq defended his decision to join the BJP and said the re-election of Atal Bihari Vajpayee as Prime Minister was vital for the resolution of the Kashmir issue. He slammed the ruling People Democratic Party for taking "undue credit" for the improvement in the situation in the State.
