NEW DELHI, MARCH 17. The Election Commission has directed the Chief Electoral Officers of all the States and Union Territories to ensure that 50 per cent of presiding officers and 50 per cent of polling officers in every district were appointed from outside the district concerned.

In a letter to the CEOs, the Commission said: "Since the duties discharged by the polling personnel are vital in the conduct of elections, sufficient care is needed to draft and deploy such personnel in the interest of free and fair elections.''

The communication made it clear that the essential principle of 50:50 ratio in the composition of polling parties would be applicable in all States, except single Parliamentary constituency States and Union Territories.

Further, in 50 per cent of the polling stations in every Parliamentary constituency, the presiding officer and at least one of the polling officers shall be from outside the district. The presiding officer should preferably be a gazetted officer and if gazetted officers were not available in sufficient numbers, officers working in supervisory capacity should be drawn for duties as presiding officers.
